Wu Xiao (Deputy Secretary to the Party Committee, General Manager)

Mr. Wu Xiao, born in 1978, has served as the deputy secretary to the Party committee and general manager of the Company since July 2026.

Biographical details: successively served as employee and manager of the operation department of Chengdu Traffic Information Port Co., Ltd.; senior supervisor of the contracts department of Chengdu Communications Investment Group Co., Ltd.; secretary to the Party branch, director, deputy general manager and general manager of Chengdu Communications Investment Huaizhou New City Investment Operation Co., Ltd.; deputy secretary to the Party general branch and general manager of Chengdu Communications Investment Aviation Investment Group Co., Ltd.; secretary to the Party general branch, secretary to the Party committee, director and chairman of Chengdu Communications Investment Aviation Investment Group Co., Ltd.

Mr. Wu graduated from Southwest Jiaotong University with a bachelor’s degree in computer science and technology, and holds the qualification of engineer.

Liu Yujiang (Party Committee Member, Deputy General Manager)

Mr. Liu Yujiang, born in 1980, has served as the deputy general manager of the Company since August 2023 and a Party committee member of the Company since November 2023.

Biographical details: successively served as assistant engineer of China Railway Eleventh Bureau Group Second Engineering Co., Ltd.; staff of Sichuan Province Jiang’an County Transportation Construction Engineering Co., Ltd.; staff member, deputy section chief of supervision division, section chief of quality supervision division and section chief of safety supervision division of Transportation Infrastructure Quality Supervision Station (Cost Management Station) of Chengdu Municipal Transportation Commission; deputy general manager of Chengdu Road and Bridge Operation and Management Company Limited; Party committee member, director and deputy general manager of Chengdu Expressway Construction and Development Co., Ltd.

Mr. Liu graduated from Southwest Jiaotong University with a master’s degree in engineering in the field of architecture and civil engineering, and holds the qualifications of senior engineer and first class constructor.

Liu Yang (Deputy General Manager)

Ms. Liu Yang, born in 1982, has served as the deputy general manager of the Company since April 2026.

Biographical details: successively served as staff of Sichuan Guangnan Expressway Co., Ltd.; staff of Sichuan Expressway Construction and Development Group Co., Ltd.; supervisor, senior supervisor and deputy head of the finance management department (financial sharing center) of Chengdu Communications Investment Group Co., Ltd.; chief accountant of Chengdu Communications Investment Aviation Investment Group Co., Ltd.

Ms. Liu graduated from Southwestern University of Finance and Economics with a master’s degree in economics majoring in finance, and holds the qualification of senior accountant.

Xu Jiaojie (Secretary to the Board)

Ms. Xu Jiaojie, born in 1986, has served as the secretary to the board of the Company since May 2026.

Biographical details: successively served as staff of Chengdu Land Port Hub Investment Development Group Co., Ltd.; clerk, officer and supervisor of Chengdu Communications Investment Property Co., Ltd.; senior supervisor and manager of the investment operation department of Chengdu Transportation Hub and Station Construction Management Company Limited; head of investment development department, assistant to general manager, and deputy general manager of Chengdu Communications Investment Shancheng Industrial Co., Ltd.; deputy general manager of Chengdu Energy Development Co., Ltd.

Ms. Xu graduated from Southwest Jiaotong University with a master’s degree in engineering majoring in project management, and holds the qualifications of engineer, grade II constructor and legal professional qualification.

Guo Tianxing (Chief Engineer)

Mr. Guo Tianxing, born in 1982, has served as the chief engineer of the Company since July 2024.

Biographical details: successively served as staff of Chengdu Construction Engineering Road & Bridge Construction Co., Ltd., deputy director of the Construction and Management Branch of Chengdu Construction Engineering Road & Bridge Construction Co., Ltd.; deputy director of the contract budget department of the Engineering Consultation Management Branch of Chengdu Construction Engineering Road & Bridge Construction Co., Ltd.; director of the contract budget department of Xinghuai Branch of Chengdu Construction Engineering Road & Bridge Construction Co., Ltd.; secretary to the Party branch and deputy general manager of Chengdu Xingjian Project Construction Management Co., Ltd.; secretary to the Party branch of the branch company, manager of the investment management department, director of the market investment and development department and interim person-in-charge of Chengdu Construction Engineering Road & Bridge Construction Co., Ltd.; assistant to general manager, director of the operation development department and director of the audit and supervision department of Chengdu Communications Investment Construction Co., Ltd. He also concurrently serves as the chief engineer of Chengdu Chengwenqiong Expressway Co., Ltd.

Mr. Guo graduated from China University of Geosciences (Wuhan) majoring in civil engineering with a bachelor’s degree in engineering, and holds the qualifications of senior engineer, grade I constructor, and the Production Safety Assessment Certificate for Principal Responsible Persons of Construction Enterprises (Certificates A and B).

Kwong Yin Ping, Yvonne (Company Secretary)

Ms. Kwong Yin Ping, Yvonne, is the company secretary of the Company. She is a senior vice president of SWCS Corporate Services Group (Hong Kong) Limited, and has extensive experience in providing company secretarial and compliance services to numerous private and listed companies. She currently serves as the named company secretary or joint company secretary of various companies listed on the Stock Exchange.

Ms. Kwong obtained her bachelor’s degree in accounting from The Hong Kong Polytechnic University, and is a fellow of The Hong Kong Chartered Governance Institute (formerly known as The Hong Kong Institute of Chartered Secretaries) and The Chartered Governance Institute (formerly known as The Institute of Chartered Secretaries and Administrators).
